DV-2002: Applicant's full mailing address

: My cousin lives in a small village in Ukraine. His mailing address does not have a street address; it consists of only his province (oblast), region (rayon), village (selo), and postal code. : I have been told that he must put a street address in the "full mailing address" section on the DV-2002 application and on the envelope. : Will the INS disqualify his application : if he doesn't put in a street address?
