There are virtually no scholarships for international students in Canada especially on an undergraduate level.
I have not heard of any international exchange programs that bring students from Ukraine to Canada: www.susk.ca/financial-aid.html
The US has numerous undergraduate scholarships for international students and many exchange programs.
