You must answer ALL questions truthfully on a visa application. To do otherwise is visa fraud.

: Three years ago I was refused to get J-1 visa in American Ambessy in Ukraine.
: Now I am in ireland and want to apply again (Camp America Programme)Do I have to mention that i was refused once or not?Am I in the computer? I need your advice if you know anything about it.
