Secondly, the quoted sentence does not concern dual citizenship at all. The idea behind this is that a mere fact of emigration does not result in loss of citizenship, so it rather describes a freedom of movement. An individual who is a legal permanent resident of a foreign state retains Ukrainian citizenship until he finally naturalizes in that another state. As you may probably know, in most countries a legal immigrant must met various continuos residence requirements in order to apply for naturalization.

Any further disputes on the concept of dual citizenship in Ukraine are senseless, since both the Constitution of Ukraine and the Law of Ukraine "On Citizenship of Ukraine" adopted on January 18, 2001 explicitly state that Ukraine does not recognize dual citizenship.
