According to the AILA US Consular Posts Handbook, Ukrainian K visas are processed in Warsaw. However, since K-3s are new, who knows? Check the web page of the US embassy in Kyiv and/or send them an e-mail. I think that it's time that the Ukrainian community in the US took a stand on at least this very minor point and got K visa processing to be moved to Kyiv. Actually, I think that many things about the operation of the US Embassy in Kyiv should be changed (apparently very few people in the Ukrainian community share this view), but we could at least start with something small and non-controversial.
I expect that you do know that it is necessary for you to file a K-3 petition before your wife can file the visa application.
