All who win the lottery receive notification in the mail with instructions about about how to proceed with their application for a visa. If you have lost your notification, then you must contact the INS directly either by writing to them, or visiting one of their offices. Since they recommend that you act immediately upon receiving the notification, I would not waste time writing letters to them, because it may be months before they respond.
If, on the other hand, your question is that you wish to find out IF you won, there is nothing you can do but wait for the INS to notify you. THEY DO *NOT* NOTIFY THOSE WHO LOST. Bottom line is, if you didn't hear from them, better luck in next year's lottery drawing.
