First of all, thanks for your input. People such as yourself with experience in these matters are much appreciated.
I took a closer look at the Visa page, and here's what it says:

The Immigration and Nationality Act allows for the immigration of foreigners to the United States based on relationship to a U.S. citizen or legal permanent resident.
UNLIMITED FAMILY-BASED:
Immediate Relatives of U.S. Citizens (IR): The spouse, widow(er) and unmarried children under
21 of a U.S. citizen, and the parent of a U.S. citizen who is 21 or older.

So, while certain family visas (spouses, minor children, etc.) can be petitioned by legal permanent residents, it seems that in order for Dennis to apply for his mother, he must become a US citizen first.
