The TSE is for people who will be using spoken English in their work. That is for graduate students who will have to spend time with American students in problem solving or other sessions. Many universities probably use this in lieu of an interview. I would add that a standard complaint at American universities is that foreign TAs are often not understandable. So I am not certain how good this test is.
It is 20 minutes long and I believe the answers of the candidate are taped and rated. It costs $125.
