Yes, Mina, US citizens usually may adopt adults. In each state, adoption laws and procedures may be different. These differences could be important regarding inheritance or other matters.
For immigration purposes, please keep in mind that if a person is over age sixteen when he or she is adopted, that person cannot get any immigration benefits as a result of that adoption.
