There is no minimum age for applying. However, each person must meet the job or education requirements. A person must either complete the equivalent of a US high school education or must have 2 years of experience in a job that requires 2 years of training. The US Dept of Labor has a website where one can determine what these jobs are. There is a link to that page on the Dept of State page which has visa lottery instructions: http://travel.state.gov/visainstructions.html.
