Don't waste your time on lotteries.
Do the following, if you have brains and can
work hard for self-education:
- get the best grades you can in your institute
- pass TOEFL in Kyiv with 580 or more
- pass GRE with as much as you can
Then look at MIT, CallTech, NYU e.t.c.
web sites for Doctoral Programs in USA
and apply. Some universities have money
for hard working students - so if you'll
go this way your chances are good.
If you'll get to an Aspirantura at your own
institute meanwhile - this wouldn't make
any harm for your perspectives.
PS. Your name is not Andrew but Andriy, be
as you are - ukrainian and be proud of yourself.
