Yes, Natalia, I opened my visa anitially in Kiev.

Yes, a friend of mine came to the USA on B (visitor) visa, he got his I-94 with D/S (duration of stay) mark from the INS, went to Toronto and was denied F-1 visa stamp. He was advised by the officials in Canada to go to Ukraine. He got F-1 visa in Kiev without any problems through the interview at the Embassy.

Drop-in box (getting a visa without an interview) is for those who seek the same kind of visa as it is in the passport (if you want F-1 visa stamp, you should have F-1 visa in the passport). If you want to change your visa, you should go through an interview.
: And what do you mean by the financial statement? Does it have to be the proof from my bank account, or maybe my sponsor's account?
Financial statement is a document proving that you have enough money to cover your 1-year college expenses. It can be your personal bank statement, a letter from your sponsor, scholarship letter, etc. It is actually the same statement you submit with the application for international students when applying to college.

Natalia, I have a lot friends who are international students. Many fo them had their I-94 processed in the USA, and I'll tell you that if you have I-20 and financial statement you should not be afraid to go to Kiev in order to get your visa.

But, Natalia, on the other hand, if you are in the USA, why not to try Canada first? I think this is what you should try first.
