It is not true that there are no Ukrainians working in the US consulate in Kiev.
Immigration attorneys generally counsel clients to go to Canada or to Mexico to get visa stamps, because when a person w/ a valid I-94 enters Canada or Mexico, that person will be able to re-enter the US using that I-94. If one travels home to get a visa stamp, if there are problems, there is no way to return.
It is well known that in many countries that are poorer, there are often more problems in dealing with US consular officials.
