Yes, without the visa you will not be able to enter US. I-20 should be present along with valid visa.

It's not true and it is the same in Mexico
or Ukraine in terms of getting visa stamped
in your passport while having valid I-20 in your hands.
In US embassy in Kyiv there are no Ukrainian officials just an just American ones so the only problems you may get in Kyiv are from them.
