travelling with I-20

Does anybody know what is required for travelling to Ukraine with I-20?
I have I-94 instead of F-1 visa. Does it mean that when in Ukraine I will have to go to the Embassy and open the visa there, so that I can enter the US?
I also heard that sometimes it's better to go to Mexico or Canada to open the visa there, so that there won't be any problems with Ukrainian officials.
Any advice is welcome. Thanks in advance.
