I totaly agree with this. I traveled in and out of Ukraine without PMZh stamp myself. No legal risk is involved, just dumb bureacrats everywhere :).

: There is a risk you may get into troubles because of the nature of the post-Soviet bureaucracy. However, you are NOT required by any Ukrainian law to have this stamp!!!
