I am really sorry that your mom got denied a visa. I am expecting my baby in a week and my mom just received a visa to come for three months to visit us. We really wanted her to stay six months and then extend it to another six months, but the embassy told her that she can't stay for longer than three months. That is she can stay but nobody will give her a visa again if she stays long at her first visit.

The one year reapplication rule applies usually, but there is a provision that states that if you had some significant changes in your situation, you can reapply earlier. I would think that having a baby is a significan difference in your circumstances, so she can send another request for an interview. The embassy worker in Kiev told my mom "that he cannot deny her a visa" apparantly because we are expecting a baby and they consider that an important event. Try sending her a paper from the doctor with the due date (that's what I did) or the baby's birth certificate if you already had your baby. And in your invitation state that you are going to support her financially here and that she will reture in less than a month. Also send a copy of your bank statement and your earnings.
