I am a lawyer. Dr. Oryshkevich is correct. Once a person has a 2-year home-stay requirement, that requirement remains, even if one is able to change status.
It is important to remember that those who are in J-1 status with a home-stay requirement are not always able to change to another status.
I would think that most people who received additional training so that they could improve things in their own country (that is the purpose of many J-1 programs) would want to honor that commitment. Two years is not so long, and usually the home country is in great need of the expertise that the J-1's acquire in the US.


: I am not an expert on this. But I do know one student or two have undergone this and they do have an obligation to go back.

: I believe that if you have a J-1 visa changed to F-1 it is not the same thing as having a waiving of the two year requirement with the j-1 visa.

: If you signed a paper that you would go back as you did to get the J-1 visa, why do you want to go back on your word?
