If anyone who is applying for an immigrant status in US has previously had J-1 visa with the two year home residency requirement he/she will either have to get a waiver of this requirement or spend the two years at the home country before they can apply for an immigrant status. However, you can still apply for non-immigrant visas. The fact that a person got non-immigrant visas after J-1 does not eliminate the two year requirement. I think you can find that info on INS website and it also should be mentioned in one of the last clauses on the pink form that you got from either USIA or the embassy when you got your J-1.
