I am not an expert on this. But I do know one student or two have undergone this and they do have an obligation to go back.

I believe that if you have a J-1 visa changed to F-1 it is not the same thing as having a waiving of the two year requirement with the j-1 visa.

If you signed a paper that you would go back as you did to get the J-1 visa, why do you want to go back on your word?
