J-1 to F-1 Still Have 2 Year Residency Requirement???

If someone came to the United States from Ukraine and had status changed to F-1 (from J-1)after one year and finished studies in US College under F-1 Visa status, are they still obligated to the J-1 two year residency requirement even though they are now F-1 status? If they marry a US citizen, will this affect the situation?
