Both my husband and I signed the invitation letter. We then overnighted it along with other documents to my mom who, I think, faxed it to the Embassy along with the interview request. I think we also sent them a copy of my green card and a statement from our bank and a couple of paychecks to prove that we are not living here "under a bridge".
She came here in Nov' 99 and second time last summer (on a multiple entry visa then). My mom is 45 and at the time had no english. She does have a descent job in Ukraine but nothing flashy or good enough to help her at the visa interview.
INS and US Embassies' funding is directly dependent on US Congress, so do not hesitate to contact your local senator's and congressman's offices. They have people on staff who specifically deal with similar issues. Just have your husband (I assume he'e US citizen) call them or write them a letter, or maybe both. They normally check with the Embassy and check on the status of the visa application.
