I know that all these small things might not do any good if Consulate officer got up from the wrong foot...
How long ago did you mom get visas? And how old is your mom? Does she speak English- I guess all these factors can influence their decision.
How did you keep in touch with Congressman's and Senator's offices? Do you have acquaintances there or you just approach them and ask for their help?
