Yes. As long as you have been married to the same US citizen and your husband was a citizen for all these 3 years, you can apply for US citizenship after having a green card for 3 years. You can file all your paperwork 90 days before the third anniversary of your green card.
You can look on the INS website to see who is eligible for citizenship.
