If you girlfriend has a J-1 visa which is a subject to 2 year home residency requirement (she should have small "212(e)" printed somewhere on her visa), then it is true that it would be very hard for her to marry you and stay in the US. I myself had an F-1 visa, married American, and obtained green card in the US without having to leave but "J-1 subject to 212(e)" is different.
