Galina, I think that you need to file you documents in the office where you will live because INS is notorious for loosing documents. I waited for my citizenship for 5 years because they kept on loosing my papers, so the forst thing that you can do to yourself is file in one INS office and then move to another area. I can asure you though that work permit takes no longer than 3 month, meaning that on the 90th day you can walk into INS office and they MUST give you your working permit. It is a law that applies to all states.
