I just called the Ukraine consulate in New York and the latest recording states that as of July 1st visas are no longer required for US citziens as long as ther stay does not exceed 90 days in a 6 month period. I'm sorry to say they took your money when they should not have. On July 5th the translation was still very vague. All consulates have since corrected this and all state the same now. No visa required for short trips of less than 90 days in a 6 month period. That is why the Ukrainian consulate in Chicago returned my passport with no visa, even though my last trip there was 7 months ago. I am planning to travel in September.
