The Chicago and San Francsico consulates originally stated what was in your translation. Then after many people wrote asking for clarification, they changed it to: No visa requirement for up to 90 days stay within 6 month period.
Also KLM/NWA, 2 weeks ago were not allowing people to travel to Ukraine without visa. Now they are, thus the letter I recieved from them on 7/25 which I posted. They probably have a true understanding of decree as they would not allow a person to travel to Ukraine without visa, as they would have to book a return flight, plus Ukrainian government fines airlines $700 for allowing on to travel without visa if they make it into Ukraine. So the fact that KLM now allows people to travel into Ukraine without visa, tells me they are doing it now without any problems.
