Your question leads to more questions:
1. Your sister must have a Canadian Visa to leave the USA and enter Canada.
2. Your sister must have a multi-entry USA visa to leave the USA and enter Canada and return. She also needs paperwork from her College/University to obtain this information.
3. Is your daughter a Canadian or Ukraine Citizen?
As the requirements are different for each country.
I would recommend that you speak with the Canadian Government regarding what paperwork and/or documents they require for a minor to be permitted to cross and re-enter their boders with an Aunt. Likewise, you need to contact the American Embassy with the same request for information.
Rules have changed drastically since 9/11 and new regulations went into effect on January 1, 2005
I belive that it will take a minimum of 90 days, plus there may be fees to obtain the required Visas and paperwork.
