Though it is true that WES can "prove" your diploma, in my experience such outside services are unnecessary when it comes to transferring credits to the US university. I simply got "выписка из зачетной книжки" (something that a secretary in my department in Kiev University produced in about 10 minutes), translated it to English by myself, and then let dekan sign it and stamp it. I just made sure it contained "number of hours" for each subject, then it was sealed in the envelopes, and signed and stamped over the seal. All American Universities I applied accepted these transcripts...
