can I get married after I win

: I need some help here. Can anyone tell me if I win a green card and want to get married to someone who lives in Ukraine and doesn't have a green card. Will this person be able to enter the US with me based on my green card? : Or if two people who are single and won green card separatly want to get married which country they can do it at? Do they have to go home, or they can do it in US? : Thank you.
