I can't decide whether I should submit my documents there myself after my green card comes in the mail... Could you please tell me whether they actually take your passport away while the application is pending?

I am originally from Kiev. My ukrainian passport expired this year.When I called to the Embassy they told me only citizens who have a PMZh stamp can exchange there passports here otherwise I need to go back to Ukraine and do it "po mesty propiski". I have a job here and I can't leave US for more then 1 month without loosing my job,I decided do it here.
Yes,I submited my passport with all required paperwork (O, God!I was glad that I never was married to anybody before and didn't have anybody with financial "pritenziy" to me).They returned my passport back to me after 2 weeks. And now I am waiting....... They told me that I will receieve from Embassy a letter when it will be done.After that I have to send my passport back for exchange and a PMZh stamp.
And then I should not have any problems entering or living Ukraine.
