there is basically no problem for foreigners getting married in Ukraine to a Ukrainian national as Ira correctly mentioned. However, the process of getting your fiancee to the States with a K1 fiance visa and getting married there is much faster. In either case your fiancee will get a conditional permanent residency at first.

: You can go to Ukraine and get married there.
: You will just need to bring some documents from US stating that you are not married there (go to Ukraine Consulate in Chicago homepage & you'll find list of documents you will need for getting married in Ukraine) and after you get married there you wife will have to wait for processing her visa (that you will have to file in INS in Nebraska before she will be able to come). Usually it takes 7-8 months for getting visa since you have files.
: Variant B. You file a fiance visa for her and it takes 3-5 months to get it, so you fiance will be able to come to US for 90 days (fiance visa) during that time you'll register your marriage in US and she'll stay in US filing for permanent residency.
