Hey, Le, thanks for the response , but, actually I don't think you answer my question. Status of 'foreign ukrainian' it's not getting a discount visa, but getting visa-free travel rights (a separate passport-like document) as someone who is a Ukrainian without having to be born in Ukraine (one still has to prove its ukrainian roots or maybe without them to be active in ukrainian society.) I think, it will take several years till the recent law will go in effect.

: Now in consulate they have status of USA citizen of Ukrainian origin. Visa to Ukraine for such persons cost $10 for 9 business day processing and $20 for 3 business days processing. You need to have an original ukrainian birth certificate for yourself, your parents or grandparents, copy of this birth certificate. 1 passport picture. You will have to fill application and write "Заява" (to translate it's a Request I think), for women that got married and changed name from the name on the birth certificate they need a copy of marriage certificate. Read a website, they have a full list. And it's works, YEH!!! Finally something for us.
: : I read a while ago that a bill on the legal status of foreign Ukrainians approved by Ukrainian Parliament. My email requests to Ukrainian Consulate in New York did not produce any results... My guess is the matter is still in the burokratic hallways..
