Ukrainian Mexican Marriage etc

Hi I am Mexican, my company transferd my to the USA, so I am under H1B1, last year I was under L1B (intracompany transfer of managers) , I am getting divorce in USA courts (mexican courts are terrible) and my ex lives down there and even when her H4 was approved never picked up at the Consulate in Mexico then we were already separate..., I invited my future wife from Ukraine to meet my parents and family, also to the USA, I am working in getting for her the two visas Mexican and USA, what do I need for getting a visa for her? how can I assist her? Mexican authorities set up similar constrains as USA...
Do I need to write a letter to both USA and Mexican consuls/emabassadors?

Later how can I get married and bring her to USA under H4 or so?

Please advise, asap
