My wife and I have used Western Union very successfully for almost two years to send money to her family in Ukraine. It is safe, if a bit expensive. Be sure to indicate payout in USD, that is US Dollars and not converted to local currency. The WU offices are in banks and they will rob you blind with the exchange rate! If the error with payout mode is made (some clerks do not know how to use the software) you can correct it with the WU 800 number that comes with the WU money transfer paperwork. The WU telephone clerks are very helpful and fast.
