We've had similar disappointment as you with my mother in law, stepdaughter and wife's nephew all denied tourist visas. It seems that the consulate only wants wealthy Ukrainian mafiosi to visit the USA! Go figure. We're trying the letters to the senator and president route, but no answers as yet. Plan B is to get granny a humanitarian visa as she badly needs surgery not available in Ukraine...that's a long shot but better than a tourist visa for sure. We just hope she's alive to visit us!
