Have you had any luck yet? My mother-in-law, 24 y.o. stepdaughter and 26 y.o. nephew were all summarily denied tourist visas this March. The consulate is much less than helpful, I've phoned and spoken with a Benjamin Hill and the CG, a woman named Lawrence Markot who was very defensive and very unhelpful. We've resorted to sending letters to our senator and even to the president! We're now pursuing a humanitarian visa for my mother-in-law as she badly needs surgery not available in Ukraine.
