I am a Ukrainian citizen permanently residing in the USA. But seems, I won't be able to register with our Consulate beacuse I don't have the "exit stamp" in my passport which is called "permission to reside abroad". I don't have it because: a) I don't think I need any permission other than the one issued by INS, and b) because it is NOT required by the Ukrainian legislation, i.e. is de-facto illegal.
So, I need an advice from a Ukrainian juryst regarding in which court in Kyiv I can sue the Consulate?
I want to do it not only for myself, but for my fellow Ukrainians who suffer or have suffered because of this Soviet bureaucratic stupidity not knowing their rights.
