First of all, you need Ukrainiam entry visa. (New Ukrainian presiden, Yuschenko annonced that he plan to cancel visa requirements for Americans, but as of this moment, you still need a visa). You can get a visa by mail from one of Ukrainian Consulates in USA.
There are VERY few flights to Sevastopol. One flight per day from Kiev ($100 round trip), three flights per week from Moskow ($200 round trip), two flights per week from Istanbul.
You may also consider flying to Simferopol (capital of Cremia, airoport code: SIP) and taking a cab from there.
