Your sister needs to contact an American consulate in Canada and explain what she wants to do. They will tell her what is required. (Your legal status in the US will be VERY important) If both your sister and her son have landed immigrant status in Canada he will have no problem returning to Canada. His ability to go to school in the US usually depends on the policy of local school authorities. Most will not object to enrolling the child.
