I received a letter that was postmarked August 12 from Nadvirna (Iv-Fr) on August 22 -- 10 days. It was actually mailed from a smaller town in Nadvirna Raion.
I imagine that the number of days it takes to arrive in the US may depend to some extent on how many postal hubs the letter must go thru. If the sequence is that it goes from the small town > to the raion capital > to the oblast capital > to some other major post office (such as Kyiv or Lviv), then you would want to allow a few more days.
But - keep in mind that getting your application in early does not improve your chances. The only important criteria is to have it arrive at the center in the US between the two dates set in the instructions.
