The AVERAGE is 2-3 weeks, but sometimes there could be long delays without apparent reasons increasing the time to 4 weeks or more.
The "from" location in Ukraine may affect the delivery time significantly.
Also, if there are some errors with the letter (i.e. incorrect stamp), expect BIG delays (months!).
