I spoke with a person in the Chicago Consulate: you do NOT have to drive to Chicago in order to be included in vyborchi spiski. Go on WWW.UKRCHICAGO.COM, on bottom of the first page in Ukrainian locate the link to Vyborcha Komisia and print out ZAYAVA. Fill out this form and enclose a photocopy of your passport (first 2 pages) and send it (I'd use Certified Mail) to our Consulate. YOU DO NOT HAVE TO BRING THESE PAPERS IN PERSON, according to Mr. Onopriyenko from the Komisia! That should take care of it. If you're already on Konsul'skiy oblik, you're included in this spisok avtomatychno. You have time until October 23rd.
