You are very Correct in your assessment of the United Nations (UN) and the North Atlantic Treaty Organization. The UN is made up of all Nations of the World, with five Nations having veto powers. those five, Russia, U.S., Great Britain, France and China. It is quite a cumbersome organization, but does its best work in humantarian aid and work.
NATO, was originally formed to protect Western Europe from the Soviet Union after WWII. Its charter read that if one country was attacked then all countries of NATO were to come to their aid and declare war on the agressor to that country. Of course now, there is no Soviet Union and many Eastern Europe countries are becoming NATO members and I suspect one day Russia will also. NATO has become more of a mutal aid group of countries with out all the cumbersome red tape of the UN.
