Actually Muskie Program decresed the number of accepted students because of reduced financing from U.S. Government.
In 2003 Muskie accepted 313 people and appointed to different schools in U.S. From Ukraine they took the most: 100 people!
But next year 2004 Muskie took from Ukraine by unofficial talks only 21 people.
There other ways of financing abroad studies: Soros foundation (Central University in Prage), British Council, IREX, Fulbright Fund; and every university can offer scholarship to outstanding applicants!
So, don't limit the ways to go for studies abroad! Try different, but seriously preparing all the documents and of course - english language!
