What a bunch of baloney!
You COULDN"T receive winning lottery confirmation - it's the whole PACKAGE of documents, and the front page is with number, name and address of the winner. The winning number is lokking like this 2005EU00011777 ( for example). If the number is looking any other way - it's NOT a winning number. AND. It's virtually impossible to have the front page without any name - it begins with "Dear Jane Doe".
Anyway, on that page with the US state emblem in left upper corner, and beginning with "Dear Jane Doe", has to be this( down on the page in the left part):
