My sister always get's for her son a 6 month visa. She has never applied for "виїзд за кордон на постійне місце проживання", so she is not registered at Ukrainian consulate( or embassy) - they require that little stamp in your Ukrainian passport in order to be registered( so am I, too). So far they have never encountered any problem, though they always apply through the tourist agency.
