DV lottery has nothing to do with filing a petition for an immigrant visa ( which could be done only by a third party, the lottery entry you are filing yourself - at least presumably). And, by the way, if you would be a winner of a DV lottery, there would not be any reason to file a non-immigrant visa, right? :)
