Most students from our USA/USA Program never left Ukraine because they did not win scholarships. But they learned how the American system works and they got practice in working on their English.

Many came for one year or for a few months. Most of these probably returned. But some found ways to stay.

Still others came only for grad school. Many of these may stay.

Finally, some because of their frustration emigrated and then used their knowledge about American education in obtaining it.

I believe in a liberal approach. I have studied www.ansa.no which is the Norwegian approach. I like it.

Tracking is key. If Ukraine valued its talent it would follow its course. I have seen Swiss and Norwegian and other programs at work. They make a difference.

I would add that a very useful approach would be to help the children of the neo-Communist/Oligarchic Nomenklatura obtain education abroad so that they would take their experiences back home. This is having an effect in China.

I created the USA/USA Program to help Ukraine join the Euro-Atlantic Alliance, but Europe provides very few scholarships for students from abroad. Secondly, I found that many of the most "Euro-Atlantic" oriented students from Ukraine, largely from Halychyna and Kyiv were not interested in helping their fellow students go abroad to study. They were more interested in posing politically.
